The Information Society (IS) Unit has a vacancy for a post-doctoral researcher

to work on "Socio-economic Analysis of ICT for Learning and Inclusion" Action.

This action is currently carrying out research to support European policies that

aim at development and adoption of ICT for learning and creativity, for cultural

diversity, for socio-economic inclusion of migrants and marginalized youth and

youth at risk of exclusion and to support long term care of elderly people. The

Action analyses the current (quantitative and qualitative) impacts of ICT

applications on the society and economy, and the subsequent opportunities and

challenges for European policy.

Project Description

The successful candidate will research the use and impact of ICT based

applications on the socio-economic inclusion of groups at risk of exclusion and for

supporting long term care, from both qualitative and quantitative perspectives.

He / she will also analyze implications in the relevant policy areas: information

society, skills, employment, immigration integration, youth, long term care,

education and training.

The candidate should have sound knowledge and research experience in the use of

ICT by groups at risk of exclusion, and on qualitative and quantitative research

methods for impact analysis. Experience on linking adoption dynamics and impacts

at individual level to aggregated social and economic indicators would be an asset.

He/she should be able to make use of a range of tools (foresight methods,

literature reviews, statistical and econometric processing, desk research, case

studies, surveys, organisation of expert workshops, etc.) to carry out research so

as to provide sound scientific evidence for policy support at European level in the

specific policy areas. The candidate will also develop scientific networks, review

and write reports and articles, launch, coordinate and manage research work,

participate in scientific seminars/workshops and represent the IPTS at

international conferences.

Candidates must hold a doctoral degree or having fulfilled all the obligations to

obtain a PhD (certified by the university) or having a minimum of 5 years

research experience after the first university degree giving access to doctoral

studies (which may include periods of training such as a masters degree) in a field

relevant to the JRC's scientific activities.

A very good level of written and spoken English is essential and knowledge of at

least one other EU language is compulsory.

Le Maroc de Mohammed VI : mobilisations et action publique

Avec le lancement d’une Initiative nationale pour le développement humain, Mohammed VI a inscrit son règne dans un vaste chantier réformiste au Maroc. D’ambitieuses réformes ont été lancées, appuyées par de nouveaux dispositifs d’action publique inspirés des modèles de développement internationaux. Mais ce réformisme conservateur suscite de fortes mobilisations sociales. Sit-in, marches, pétitions, occupations de locaux, boycotts de factures d’eau, piratage des lignes électriques, organisés à l’initiative d’associations des droits de l’homme, de syndicats en perte de vitesse, d’organisations de la gauche radicale, d’associations altermondialistes mais aussi de citoyens ordinaires, expriment depuis le début des années 2000 la volonté des populations marocaines urbaines et rurales de faire entendre leur voix et de défendre des droits nouveaux. Plutôt localisées, souvent peu politisées, organisées en coordinations ou canalisées par l’associatif, ces mobilisations sont étouffées ou réprimées par les autorités, ce qui atteste l’éminence des questions soulevées et leur charge politique. Des mouvements organisés sur des mots d’ordre semblables en Tunisie ont récemment montré leur capacité de déstabilisation d’un régime réputé nettement plus stable et prospère que celui du Maroc. Ce dossier explore les rencontres conflictuelles et les accommodements entre action publique et mobilisations autour de différentes facettes de la question sociale.

Casablanca. Figures et scènes métropolitaines

Au début de l'année 2007, l'Université Hassan 11 Ain Chock de Casablanca nous a donné la possibilité exceptionnelle de préfigurer ce qui devait devenir l'une des rares écoles doctorales de sciences sociales ouvertes au Maroc depuis les années de plomb. Nous réunissons alors, dans une très tonique absence d'académisme, des doctorants, ensei-gnants, chercheurs, acteurs, journalistes et militants, autour de la vague ambition de donner un espace d'expression et de création aux sciences sociales, avec un penchant marqué pour l'anthropologie, telle qu'elle est pratiquée du côté des miniaturistes, façon Clifford Geertz. La référence (plus que la révérence) à l'École de Chicago s'est imposée aussitôt, moins parce qu'il s'agirait de l'ériger en courant ou tendance dont nous suivrions le modèle que comme moment créateur dans le processus de production du savoir et des compétences. L'objet commun apparaît alors comme conséquence de cette référence : la métropole, qui nous irradie de sa présence autant que par le silence académique dont elle est l'objet.


Métropole en effet. Casablanca le devient à une vitesse qui dépasse toutes les prévisions, toutes les projections, parce que, à l'identique des villes africaines ou américaines, elle est une ville en croissance expo-nentielle dans un dispositif urbain lui-même explosif.

Comme dans toute métropole, à Casablanca aussi les citadins sont d'anciens paysans venus des douars. Certes, à la différence de la Chicago de l'ère industrielle, Casablanca n'est pas faite de « migrants » venus de la lointaine Europe. Si les colons l'ont bâtie, les paysans l'ont peuplée et en quelque sorte réinventée. Voilà donc la question anthropo-logique : quel travail fait la ville sur ces paysans ? Comment fabrique-t-elle « du citadin » ? Comment se transmettent les compétences urbaines, les codes et les routines d'une urbanité réinventée ? Bref quels sens donner au chaos apparent ?

La Fondation Médéric Alzheimer lance son Appel à Projets d’Etudes et de Recherche 2011, dont le but est d’encourager les travaux de recherche portant sur les enjeux de société induits par la maladie d’Alzheimer et les maladies apparentées, ou axés sur l’amélioration de la qualité de vie des personnes malades et de leurs aidants familiaux, bénévoles et professionnels.

Ce quatrième Appel à Projets concerne des travaux de recherche en sciences humaines et sociales, en sciences économiques et politiques ou en santé publique, qui étudient de manière pluridisciplinaire une ou plusieurs des thématiques suivantes :

- Evaluation des interventions psychosociales et environnementales

- Défense, participation sociale et citoyenneté des personnes malades

- Formes complémentaires de solidarité individuelle et collective

- Spécificités linguistiques, socioculturelles et communautaires dans les représentations et la prise en charge de la maladie

- Les politiques publiques et leur impact en France et à l’étranger

The newly established Research Network 35 "Sociology of Migration"
within the European Sociological Association invites papers to be
presented during the 10th bi-annual ESA Conference to take place
in Geneva, September 7-10, 2011.

The Research Network �Sociology of Migration� provides a
platform for all scholars who are dealing with questions of
immigration and emigration, integration and diversity within
Europe. The RN wants to offer a platform to further the
theoretical and methodological understanding of migration
processes and their impacts on societies. Comparative European
research, integration of different methodologies and
inter-disciplinarity are three major pillars on which the RN is
based.

L’Institut Méditerranéen de Recherches Avancées (IMéRA) lance un appel à candidatures international pour accueillir en résidence des chercheurs internationaux émergents et confirmés, de toutes origines disciplinaires, pour leur permettre de se rencontrer, de mener à bien des travaux qui exigent plusieurs mois de liberté sans contrainte administrative ou d’enseignement.

La vocation de l’IMERA est d’offrir aux scientifiques un lieu, un environnement, un espace « d’inter collégialité » disciplinaire qui leur permette d’avancer, aussi bien théoriquement que pratiquement, dans cette ouverture à d’autres savoirs et questions.

L’accueil en résidence à l’IMéRA est ouvert aux chercheurs académiques et non-académiques de toutes origines nationales et disciplinaires. Les disciplines artistiques et littéraires sont incluses.

Penser le corps au Maghreb

L’Institut de Recherche sur le Maghreb Contemporain (IRMC-Tunis) lance un appel à contribution pour un ouvrage collectif : Penser le corps au Maghreb. Les propositions de contribution, d’une longueur de 3000 signes, sont à envoyer avant le 28 février à corps.maghreb@gmail.com. Les textes définitifs sont attendus, au plus tard, le 27 juin 2011. Ceux qui seront définitivement acceptés paraitront dans l’ouvrage collectif au premier trimestre de l’année 2012.

The International Institute of Islamic Thought (IIIT) is pleased to announce its fourth Summer Institute for Scholars to be convened at IIIT headquarters in Herndon, Virginia, USA between July 11- 22, 2011. The purpose of the Summer Institute is to bring together and engage senior and young scholars with a particular interest or expertise in Qur’anic studies or Sunna in focused, organized discussions of topics related to a contemporary understanding and articulation of issues involving Qur’an and Sunna.The specific objectives of the seminar are:

- To develop methods or approaches of understanding Qur’an and Sunna that are both authentic and relevant to contemporary realities and sensibilities in the West and the Muslim world.

- To suggest means and instruments of engaging the scholarly community, the religious community, political leaders, the media and the public at large in learning processes, debates or experiences that make intelligible the wisdom of the Qur’an and the Sunna and their relevance to contemporary human affairs.

- To broaden the scope of conversations on issues pertaining to Qur’an and Sunna through the inclusion of social and physical scientists beside the scholars of the traditional Islamic disciplines.

The focus of this year’s program is on Iftaa and Fatwas within contemporary Muslim societies as well as where Muslims are minorities. Deliberations will center around the an status of Iftaa and Ftawas and their role within the nexus of the complex relations between religious institutions, the state and society at large.

Papers may address topics related to the following areas:

- The history of Iftaa and Fatwas from the early period of Islam, to the Umayyad and Abbasid dynasties, throughout the Ottoman Empire and up to the contemporary period.

- Sources of fatwa and approaches to Iftaa with a focus on the major schools of Islamic jurisprudence, both Sunn and Shia. Of particular interest is a Maqasid approach to the making and understanding of Fatwas and its implications on interpreting Qurt’an and Sunna within a contemporary context.

- The institutionalization of Iftaa in the contemporary era and the major institutions for Iftaa and fatwa (governmental, sectarian, independent, etc).

- The major issues that face current practices of Iftaa both in Muslim majority and Muslim minority countries. In particular, issues of authority, legitimacy and relevance should be addressed.

- The future role of Iftaa and fatwa and the challenges ahead.

Interested scholars should send a one page abstract to abstracts2011@iiit.org together with an updated CV by February 15, 2011. IIIT will notify scholars whose abstracts are accepted by February 28, 2011. Final papers should be submitted to IIIT by email no later than May 15, 2011. IIIT will notify scholars whose papers have been accepted for presentation during the program by June 15, 2011. Papers presented during the program will be considered for publication in an edited volume to be published by IIIT.

IIIT will cover the cost of travel within continental USA and Canada and hotel accommodation in Herndon, VA for participants with accepted papers. In addition, each participating scholar will get a $1000 (one thousand dollars) to cover living expenses during the ten days program and another $1000 honorarium upon submission of a publishable paper for the volume.

الإدماج السياسي للقوى الإسلامية بالمغرب


أصدر مركز الجزيرة للدراسات ضمن سلسلة كتب الجزيرة كتابا بعنوان: الإدماج السياسي للإسلاميين في المغرب للباحث رشيد مقتدر.

وكان المركز قد نشر سابقا تقديما لهذا العمل الجاد الذي قدمه صاحبه لنيل الدكتوراه في العلوم السياسية بجامعة الحسن الثاني بالدار البيضاء بالمغرب.

وقد حاول مقتدر أن يثير أسئلة عديدة من أبرزها: ماذا حقق الإسلاميون برهانهم على العمل السياسي؟ وكيف استطاع النظام السياسي توظيف وسائله لتذويب الإسلاميين ضمن بنيته؟ وكيف نقيم مسار الإدماج السياسي للإسلاميين؟ وما أبرز العوائق والمشاكل التي اعترضته؟ وما استراتيجية الإسلاميين في التعامل مع النظام؟ وهل استطاعوا الاندماج داخل النظام السياسي؟

وقد اعتمد الباحث منهجا نظريا قوامه المنهج التاريخي، المنهج الوصفي، المنهج المقارن، المنهج الإحصائي. فضلا عن منهج ميداني يرتكز على تقنية المقابلة مع عدد من قيادات الحركة الإسلامية وبرلمانييها، بالإضافة إلى مزجها بتقنية الملاحظة بالمشاركة.

وبين الباحث أن تجربة الإسلاميين السياسية في المغرب اطلعت بالوظائف الآتية: شرعنة السلطة وتقويتها، والمساهمة في التنفيس عن الاحتقانات والتذمرات الاجتماعية، وإعطاء دينامية جديدة للعمل البرلماني. القيام بوظيفة الرقابة الأخلاقية داخل الحقل السياسي، ثم إبراز مدى قدرة النظام السياسي على الاحتواء والمحافظة على الاستقرار السياسي.

كما أفضت هذه التجربة في محك العمل السياسي إلى النتائج التالية:

إن واقع اندماج الإسلاميين داخل المجال العام أبرز مجموعة من التناقضات السياسية والإيديولوجية في علاقتهم أولا بالمؤسسة الملكية، وفي علاقتهم من جهة ثانية بالقوى السياسية المشكلة للأغلبية الحكومية خاصة اليسارية منها، وهو ما أفضى إلى تأزم العلاقة بين السلطة والإسلاميين التي تم احتوائها بتقديم الإسلاميين للعديد من التنازلات كثمن سياسي لعملية الإدماج.

سعيها لتطوير بعض المفاهيم الملتبسة وإنضاجها من قبيل الديمقراطية وعلاقتها بالشورى، المشاركة السياسية والمغزى من الرهان على العمل السياسي، التعددية السياسية والثقافية ودورها في الحد من الرؤية الإطلاقية التي ترى في مشروعها الكفيل بإخراج الأمة من مشاكلها ومعضلاتها، الحداثة وكيفية الاستفادة من إنجازاتها، التعايش مع الآخر المختلف مرجعيا وأيديولوجيا وسياسيا.

أنها شكلت محكا حقيقيا لمدى نجاعة المشاريع الفكرية والسياسية للإسلاميين، ومناسبة لإبراز صدقية طروحاتهم وقدرتهم على إنجاز ما لم يحققه غيرهم من القوى اليسارية واللبرالية، ومدى تمكنهم من التشبع بقيم الحوار وتطوير القيم والممارسات السياسية الحضارية، وجعلها أكثر نضجا وديمقراطية، في ظل ثقافة سياسية عربية إسلامية قيد التحول لتجاوز معضلة التسلط السياسي والاجتماعي.

الانتقال من النظرة التبسيطية للحكم وممارسة الشأن العام بفضل الممارسة السياسية، إلى تكوين رؤية أكثر واقعية بحكم نضج التجربة السياسية داخل المؤسسات السياسية للدولة، والاحتكاك مع مختلف القوى السياسية واحتراف العمل السياسي، عبر آليات اشتغال البرلمان وهيئاته، كاللجان البرلمانية والأسئلة الشفوية والكتابية، وتقديم ملتمس الرقابة وغيرها من الوسائل والطرق، الشيء الذي أدمج بعدا جديدا في تجربة هذا التيار وطور بعض طروحاته ومشاريعه بالاحتكاك بالواقع السياسي الفعلي.

Appel à candidature: La fabrique des traducteurs

Le Collège international des traducteurs littéraires (CITL), à Arles, accueille depuis le 1er septembre « La Fabrique des traducteurs ». Ce programme a pour objectif de donner à de jeunes traducteurs en début de carrière l’occasion de travailler avec d’autres traducteurs expérimentés et de mieux connaître le paysage de la traduction et de l’édition dans les deux pays.
