Mais ce réformisme conservateur suscite de fortes mobilisations sociales. Sit-in, marches, pétitions, occupations de locaux, boycotts de factures d’eau, piratage des lignes électriques, organisés à l’initiative d’associations des droits de l’homme, de syndicats en perte de vitesse, d’organisations de la gauche radicale, d’associations altermondialistes mais aussi de citoyens ordinaires, expriment depuis le début des années 2000 la volonté des populations marocaines urbaines et rurales de faire entendre leur voix et de défendre des droits nouveaux. Plutôt localisées, souvent peu politisées, organisées en coordinations ou canalisées par l’associatif, ces mobilisations sont étouffées ou réprimées par les autorités, ce qui atteste l’éminence des questions soulevées et leur charge politique. Des mouvements organisés sur des mots d’ordre semblables en Tunisie ont récemment montré leur capacité de déstabilisation d’un régime réputé nettement plus stable et prospère que celui du Maroc. Nous réunissons alors, dans une très tonique absence d'académisme, des doctorants, ensei-gnants, chercheurs, acteurs, journalistes et militants, autour de la vague ambition de donner un espace d'expression et de création aux sciences sociales, avec un penchant marqué pour l'anthropologie, telle qu'elle est pratiquée du côté des miniaturistes, façon Clifford Geertz. La référence (plus que la révérence) à l'École de Chicago s'est imposée aussitôt, moins parce qu'il s'agirait de l'ériger en courant ou tendance dont nous suivrions le modèle que comme moment créateur dans </span><span class="Apple-style-span" style="font-family: Georgia; ">le processus de production du savoir et des compétences. Certes, à la différence de la Chicago de l'ère industrielle, Casablanca n'est pas faite de « migrants » venus de la lointaine Europe. Si les colons l'ont bâtie, les paysans l'ont peuplée et en quelque sorte réinventée. Voilà donc la question anthropo-logique : quel travail fait la ville sur ces paysans ? Comment fabrique-t-elle « du citadin » ? Comment se transmettent les compétences urbaines, les codes et les routines d'une urbanité réinventée ? La compétition étant circonscrite dans des espaces contrôlés qui ne débouchent qu'exceptionnellement sur le pouvoir exécutif. Les élections permettent juste une certaine circulation des élites en avalisant des processus de cooptation définie par la classe politique ou de plébisciter des hommes ou des projets sans possibilité<span style=""> </span>réelle du choix.</p> <p class="MsoNormal" style="text-align: justify;">Les résultats des élections sont souvent dissociés du processus lui-même dans la mesure où les suffrages ne sont pris en considération que comme un indicateur parmi d’autres. Le moment électoral est une parenthèse dans la vie politique qui s’avère intéressante pour l’observateur à cause de la liberté relative du jeu des rôles qui s’y déroule.<span style=""> </span>L’organisation des élections ne peut pas être prise comme un indicateur de démocratisation.
